Cultural Resource Management Services
With both national and international expertise in cultural management work, Mr. Abreu worked from 2003 to 2009 at the Advisory Council on Historic Preservation and has extensive experience working with all aspects of the National Historic Preservation Act (NHPA), particularly with Section 106 (36 CFR Part 800), Sections 110 and 111 and EO 11593, 13006, and 13287. He has been the lead project manager for over 100 GSA projects throughout the country and as the Liaison between GSA, SHPOs and various consulting parties has participated in the development of, and successful negotiations for completion of Memoranda of Agreements and Programmatic Agreements.
He has extensive experience in resolving complex issues pertaining to buildings, landscapes, monuments, and complex sites and districts. With over 22 years of experience in both the environmental and historic preservation field. Mr. Abreu has worked at the local, state and Federal government levels, as well as in the private sector.
He has an intimate knowledge of laws, implementing regulations, and executive orders related to National Environmental Protection Act (NEPA), NHPA and other applicable regulations. In EPA he worked with the Clean Waters Act (CWA), Resource Conservation and Recovery Act (RCRA), Comprehensive Environmental Response and Recover Act (CERCLA), Clean Air ACT (CAA) and the Coastal Zone Management Act (CZMA) and was project manager on environmental mitigation and cost compliance enforcement cases receiving accolades for his efforts.
